I wouldn’t say that there are commonly used frameworks/apps, in the same way that you’re talking about, but Salesforce is getting better at giving people ways to distribute and reuse code - look into Second Generation Unmanaged Packages. A great example of this (which is widely used in the community, and internally within Salesforce as well) is Nebula Logger: https://github.com/jongpie/NebulaLogger

Help with flow to check license expirations
At that point you may need to look into combining the report with a flow, and using a tool such as https://github.com/sfdx-mass-action-scheduler/sfdx-mass-action-scheduler to help automate it. But why would you need to notify the end users that their license is expiring, isn't that an IT/Salesforce Admin/Procurement dept issue? End users in the org can't renew their sfdc license, that is up to the org owner/sfdc admin to do.

If you can get the articles you want into a report or SOQL query you can do this with Mass Action Scheduler.
