Is this normal? My first PM job.
As for documentation, and such - take a look at my published library here on the sub, I have a bunch of resources here that will help you start to build your library. The first document you need to build is the RASCI, forget the charter, mission statement and all of that, document who does what in the organization.

The project manager I hired doesn't get important things done. How should I talk to him about it?
I was a PM for a small firm, and I recognize that we have to wear many hats. I think one avenue you need to take here is to build a RASCI (sometimes called(RACI) for your team. I think I have one in the PM docs folder here. Link. This will take a bit of effort, but I think when you have a small organization, it is easy to assume the other guy will do something. Document the role, fix the problem. This way, if anything like this happens again, you have evidence that you outlined the roles and responsibilities.
