Best 'thing' in which to design a self-hosted website?
I tried https://mobirise.com and the results look great (things like video backgrounds with overlays etc), but you have to pay through the nose to actually use most of it and I only want to play around.

Where should I look for a website builder ?
Do you have all the text done that would go on the site? You can create it yourself with simple drag and drop tools and have it up within hours on a self hosted service. A tool Iād recommend is Mobirise (https://mobirise.com/)

Website design for a software product - but how?
I found something called Mobirise which seems to tick all my boxes. It definitely runs offline (it's a Windows executable and I disabled wi-fi to confirm) and exports my site locally as HTML as well as publishing direct to my domain, so that's good. It looks okay so far and hasn't been too hard for me to deal with. I'll stick with this for now, I think.
