Introducing Server-side mod for Bedrock server
There are other mods like LiteLoaderBDS(https://www.litebds.com/). but BDSX is more productive I guess. but if you don't really care about vanilla features, PMMP can be best.

Plugins?
Well https://github.com/LiteLDev/LiteLoaderBDS is a plugin loader for bedrock edition that supports2 different types of plugins also https://github.com/zhkj-liuxiaohua/MGPlugins and https://github.com/zhkj-liuxiaohua/CSRMods are some plugins which need to be compiled to run though almost everything isn't in english and is somewhat complicated so make sure to have something ready to translate the text.
