So you got a huge GCP bill by accident, eh?
On the certification well I wouldn't consider it every single hot topic, that's a pretty glib comment to make. The certification topic is posted every other week, what course, what cert path, how do I learn X and is a cornerstone of any public cloud. My thought is folks are always recommending paid courses from external providers etc when things like Cloud Skills boost , Coursera, even Priyanka Vergadia's GCPSketchnote's are available. Perhaps its an idea to just sticky a thread on that as well in the interim until the repo gets a PR around that.

There is no way to ensure that you only spend up to your free limit. Google (and AWS, and Azure) will allow you to spend as much as you're able to scale. See this guide for more information.

Budgets do not prevent overspend on public clouds, including Google Cloud. Please read through this document before you proceed so you don't end up with a huge bill. Make sure you read the official documentation very carefully as well, and do not make assumptions about how billing works.
