Array Languages vs. the Curse of the Spreadsheet
It is a proper programming language.
For #1, there has been research on linting and automated semantic error or smell detection in Excel (e.g., https://github.com/ExceLint/ExceLint). Some features are live in Excel today!
For #2, Excel now supports Python.
I don't think you need to do any conversions, all of the necessary information exists in the spreadsheet.

We are the Microsoft Excel product team. We build cool stuff like XLOOKUP, Sheet Views, and lambda in Excel. AMA!
With that in mind, has there been any talk of integrating something like ExcelLint as part of the core Excel product to help identify these errors and encourage a set or best practices amongst users?

As a person with Python skills, what do you think of spreadsheet software like Excel, Airtable, etc.?
Also have a look at Pycel. It translates Excel spreadsheets into Python.

access excel sheet programatically
Kind of. There are a few libraries that attempt to give full Excel formula functionality in Python, but they are not complete. That is to say, they don't work on all formulae, and certain newer Excel feature (like array formulae) are unsupported. These are: pycel, koala, xlcalculator.
What are some alternatives?
stdVBA - VBA Standard Library - A Collection of libraries to form a common standard layer for modern VBA applications.
xlcalculator - xlcalculator converts MS Excel formulas to Python and evaluates them.
koala - Transpose your Excel calculations into python for better performances and scaling.
xlwings - xlwings is a Python library that makes it easy to call Python from Excel and vice versa. It works with Excel on Windows and macOS as well as with Google Sheets and Excel on the web.
