is there an app that'd allow me to locate someone if they don't have mobile data on (based only on their phone signal)?
In F-Droid there's at least two apps with this purpose, Locate My Device and FindMyDevice (discovered them in this thread). FindMyDevice appears to be the most extensive one, but I haven't tested either.
