You could try searching on Adventure Lookup. Might have to try changing filters, but it’s a pretty good resource for finding premade adventures (official and homebrew). Listings include links to where you can buy them (usually pdf).

I need help!
Scylla and Charybdis maybe? You can find inspiration in AC Odyssey for some quests and for the cult maybe. Also you can take some ideas from one-piece if it's pirate themed. A friend of mine is currently working on his first campaign and what he did was create NPCs for the crew with characters he wanted to play from almost all classes snd us the players will be slaves that need to climb the ranks. Imo you definitely need a Nassau and one or two Authorities whatever the players will be ( pirates or sailors) also see adventure lookup
