What's the difference between a ResourceController and a ResourcePresenter in CI4?
No real difference! It has the automated Model handling (see: https://github.com/codeigniter4/CodeIgniter4/blob/develop/system/RESTful/BaseResource.php) and provides the example methods to match $routes->presenter() but there’s nothing “magic” about it.

Should I scrap my phone codeigniter business software
Rewriting software from scratch is always a mistake in my experience. If you want to replace the system take a look at some existing SaaS products that you could license for a decent price. That way somebody else is responsible for fixing bugs and improving the software. Codeigniter4 appears to be actively maintained (https://github.com/codeigniter4/CodeIgniter4) and unless you need to scale to millions of people I don’t see a reason to rewrite.

Which framework for a beginnner?
To feel more like home, you will also need static analysis and Symfony plugin. For IDE: use PHPStorm and EA extended plugin. PHP doesn't have generics but those can be emulated via annotations; not a fun way but you get used after a week.
