Forge server ”anti-cheat”
You can consider switching to CatServer. It's an open source, Chinese 1.12.2 Forge + Spigot server. It's a lot more stable than SpongeForge when it comes to mods, and it vastly outperforms it. There's more Spigot plugins than Sponge plugins, and a lot of popular Sponge plugins are available on Spigot.

Combat Chatter mod
So, once you download the mod, you extract the archive into the mod directory (...Fractal Softworks/Starsector/mods). After that, you open up the mod directory called "Combat Chatter">! (...Fractal Softworks/Starsector/mods/Combat Chatter)!<. You then go into "data" (...Fractal Softworks/Starsector/mods/Combat Chatter/data), then "config" (...Fractal Softworks/Starsector/mods/Combat Chatter/data/config), then "chatter" (...Fractal Softworks/Starsector/mods/Combat Chatter/data/config/chatter) and lastly "characters" (...Fractal Softworks/Starsector/mods/Combat Chatter/data/config/chatter/characters).
