That technically already exists. It's called Houdini. It's the best server emulator for a Flash version of CP.

NewCP uses Houdini, which is the best server emulator for a Flash CPPS, and is also the most complete, as it's only missing Card-Jitsu Water and Snow.

For obvious reasons, the original server code isn't available publicly, but there is a mostly complete (missing only Card-Jitsu Water and Snow) server emulator out, called Houdini.

How to get started with my own CPPS?
Heya, if you're on Linux, I'd recommend Wand, which is a super easy Docker set up for Houdini.

Do any private servers still use commands? (!ai, ac, etc.)
I'd recommend Houdini (flash-based) which is essentially the only server emulator (Kitsune is unsecure and somewhat incomplete, slippers barely exists, Timeline is like half done if I recall correctly, but difficult to set up and annoying, and I don't think any others support original files, or even still exist on the internet.)
