https://github.com/TASEmulators/BizHawk-Prereqs/blob/2.4.8_1/dist/info.txt The BizHawk prerequisite bundles a few things like some Visual C++ runtimes, .NET framework, and DirectX. Those are important for using Windows and you can install them separately if you prefer.
I haven't used DeSmuME for a while but apparently the "bizhawk prerequisite installer" just installs the Microsoft Visual C++ Redistributable components required to run DeSmuME, see this in the releases: https://github.com/TASEmulators/BizHawk-Prereqs/releases

Looks like Ironmon Tracker. I remember seeing this in a previous questions thread.

They're playing an IronMon run, which as far as I'm aware is just vanilla randomized firered but with insane rules. They use this tracker for the UI thing, but it's not actually anything in-game.
