https://github.com/Okabintaro/SubmersedVR - Then add these files as well. You have to take the files from the zip in each folder and add them to the matching folder in the subnautica folder.

Inconsistent VR in Subnautica
I've had good success with https://github.com/Okabintaro/SubmersedVR which upgrades the game to have full VR controller support. I've not done A/B comparison with and without the mod, but I've definitely had the game in the background of my desktop while still fully controlling it in VR (had Discord in the foreground on a call while playing Subnautica)

To this day, SUBNAUTICA remains one of the best VR experiences
Link. I haven't checked for updates but you don't actually chop at stone, you push a button to do that. It's still a major improvement and I can't go back to just the controller.
