are there any tools like this that work well on windows and without MPV? Most of the subs that I find on kitsunekko are out-of-sync, unfortunately.

Immerse With Migaku Extension
Just download MPVplayer and use MPVacious or Immersive add-ons to make the sentence cards from videos. Make sure you have the Anki connect addon. Also grab ShareX and Yomichan.

Just discovered that tver.jp has Japanese subtitles and works with mpv
Thanks so much for this tip! I use a different script, called immersive, to sentence mine with MPV, and I can confirm it works with it too.
