i've built kV to add Vim motions anywhere under macOS. but i've found that i needed an app to target UI Elements, before being able to apply those Vim motions. so i've made Wooshy. now i'm finding that i need to scroll without a mouse, so here's Scrolla: https://github.com/godbout/Scrolla.docs

I haven't tried myself, but maybe using a second window just for the HUD would help with the modal challenge. SwiftUIX has an API for this.
