    One of my favorites for tilemap creation specifically is Slate (, otherwise I use gimp or lately pixelorama as others have recommended. Pixelorama is better for animated or static sprites in my opinion, but Slate has a very unique tilemap editor. It is a little complicated at first, but after a bit being able to lay out tiles next to each other and edit them in place is incredible.
