Is this true even with the help of 3rd party apps?
My 3840x1600 ultrawide has that problem using the native screen resolution tools but I can get it to full-res HiDPI using BetterDisplay [0].

I've just discovered https://github.com/Codectory/AutoActions which detects when a user-defined process starts and can toggle HDR on, then back off again when it exits. I've gone through the list at https://www.pcgamingwiki.com/wiki/List_of_games_that_support_high_dynamic_range_display_(HDR)) to add entries for all the HDR-capable titles that I have installed.
