I chose Tachyons over Tailwind because Tachyons is an atomic CSS framework, similar to Tailwind, however it's much lighter weight. Tailwind tends to be a bit heavier without using post CSS processing so I wanted to stick with something smaller.

I don't use a lot of animations, if it's simple stuff I'll just do it myself. Have used animate.css before, it was quite nice, especially paired with wow.js. Have been meaning to try AnimXYZ but again, don't use a lot of animations so haven't been able to yet.

WEll, I wrote a functional CSS framework that is platform agnostic. It was built on sass.
