An injector can be used for evil or benign purposes. It's all how it's used. I even found the source code to it: https://github.com/nefarius/Injector
I downloaded Ion Shock and ran it through Bitdefender's scanning and it didn't get any hits. Just from my observation, it appears to be a mod sort of hacked together from the CnCNet client and seems to be packing the trifecta of exe patches in Kratos, Phobos, and (of course) Ares? That's not to say there couldn't be something nasty thrown into the mix for runtime but I'm a bit too lazy to get it actually running just to check that out.
The only thing that stops me from migrating to Linux is that I can't find a replacement for this Windows app: https://github.com/lauralex/dwm_lut

Yes it is definitely possible using crates like windows-rs or winapi. There is also some existing libraries for this like toy-arms.
For practicing, I recommend downloading Touhou Practice Patch from GitHub. Your AV might react to it, but you can configure your AV to ignore it.
dll-syringe crate helped immensely with interfacing.
