I personally macOS's dictionary app and Easydict as the translator.
The nice one I found that could do this is, kbar, and It cool, but I use Svelte not React. Lucky for us Svelte devs, I took on the job to port something similar to Svelte, a package that Is designed to just be plugged and played.

I just found this opensource app MacGesture
Author here. I was pointed to existing software solutions. There are for sure browser extensions. For macOS there is a (free) App [customShortcuts by Houdah](https://www.houdah.com/customShortcuts/), which also is compatible with [KeyClu](https://github.com/Anze/KeyCluCask).
What do you use? What am I missing.
There is also ICanHasShortcut, or MacOS's Shortcuts app which lets you create a shortcut that opens one or more apps and then assign a keyboard shortcut to that.

As a summary, he uses a custom keyboard shortcut manager¹ which allows him to compos multiple keystrokes (and also saves commonly used styles):

Great minds think alike: that’s what I’m already doing, however as coding is my day-job I don’t often find the motivation to code in my free time as well. But if you’re serious about it I recommend you look into the sample project of Alex Hay on Github. It’s a great insight how everything works.
