Negative. Those are just screenshots stitched together. You would probably be interested in Organizr though
https://github.com/vim-ctrlspace/vim-ctrlspace is the main plugin I use to open files and jump between buffers. In terms of this plugin, a project is a "bookmark," and you can switch between them easily - each project is actually just a working directory. Then you can open files from the current project directory using fuzzy search. I use tabs to keep related buffers together. And one of strong points of ctrlspace is that it keeps buffer list separate per tab. In other words, each tab has its own list of buffers, so you can jump really quickly between them. Of course, you can search in all loaded buffers (like in :ls).
So far my best option seem to be https://github.com/kanishka-linux/reminiscence(which I haven't seen in any list of these type of apps for some reason) but that received no updates in 5 years(the dev apparently has no free time to work on it in the foreseeable future) and it has a few active bugs so if I can find something more stable, it would be ideal.

I like the the https://josh-berry.github.io/tab-stash/ extension. Not exactly what you want, but IMO a very well-done extension in that space.
Firefox handle lots of tabs very well though since the tabs are lazily loaded. Only issue is that the session system once in a while mess up and you lose everything.
