Reminds me of this comment in the original Bitcoin source code:

Is it fair to say that Bitcoin kept its small block size to avoid being used as an actual currency which governments would have seen as a threat and banned it early on?
Satoshi Nakamoto originally set a 1MB blocksize limit on Bitcoin to prevent certain resource attacks and keep Bitcoin decentralized. He suggested some ways we can scale Bitcoin by introducing us to the idea of payment channels and ways to replace unconfirmed transactions (RBF) for a fee market before he disappeared.
