Material Components Release 1.3.0
If I'm not wrong there are many more changes involved than just the 2 new components and the ConstraintLayout change: https://github.com/material-components/material-components-android/compare/1.2.1...1.3.0
You're better off just going through the alpha/beta release notes to get a good picture of what all really changed.

The Material Guidelines aren't updated that frequently and AFAIK there's no one fixing mistakes in them. Your best bet is to take the states of each component from the Material Components for Android GitHub docs which are updated frequently by a team of people.
