I think the linked repo for ctags file creation is out of date and https://github.com/gpanders/ztags should be used. I use it whenever zls gives up or is too slow and have a convenience command for neovim https://github.com/matu3ba/dotfiles/blob/bc7975cacad7b2202049c3b63fc814872d16c050/.config/nvim/lua/my_cmds.lua#L349.
