You can also target Windows 3.1 with Open Watcom C/C++ and it even has their win386 extender that Sierra used for the SCI runtime before Microsoft released Win32s, though, unless you've got some Windows 3.1 floppies kicking around to install into DOSBox, you'd probably have to test your creations using Wine on Linux or WineVDM on Windows.

There looks like a few issues with it, though. I happen to have a Win 3.1 VM sitting around, so I may stick with that...
This is what I'm using. https://github.com/otya128/winevdm/releases . Works like a dream, for at least CotW. I just drag and drop the CotW executable onto the winedvm exec. windows 10 22H2 so I'm fairly certain I'm 64 bit and its working.

Emulating Win32
winevdm came to mind as a rather different Windows API + CPU emulator project - it glues WinAPI thunking to MAME's x86 emulator to run Win16 apps on 32-bit Windows, which can also run such apps through its own WoW32, and 64-bit Windows, which drops 16-bit support. Should work on ARM64 Windows too.
