Can’t get answer from btcbegginers, trying to recover and only get partial balance
This probably has something to do with the derivation path. From a quick google search, it seems like Bitpay is a continuation of the Copay wallet. From https://walletsrecovery.org/ you can see that Copay's derivation path is:

Help. I cant access my wallet
I think it does for wallets that were created with Electrum, but it does not for imported wallets, so you might have to specify the derivation path when recovering from other wallets than Electrum. This is very helpful to figure out proper derivation paths: https://walletsrecovery.org/

How does a mnemonic phrase restore an account on a whole new device?
The derivation paths are more or less standardized. Some wallets use uncommon ones. https://walletsrecovery.org/ has an unofficial list of the derivation paths of some popular wallets. It's a good idea to write down the name of the wallet beside the mnemonic.
