Is there a way to tell which file is higher quality without a 'source' file?
The only FOSS no-reference metric I know of is CAMBI, which is used for measuring banding. Unfortunately it's not usable via FFmpeg, only from the vmaf executable (or programmatically with the library), and the executable only accepts raw video as input, which isn't very practical for long videos. See https://github.com/Netflix/vmaf/blob/master/resource/doc/cambi.md for usage.

4K Bitrate over 16Mbps possible?
In short, they compare a frame to the original and calculate the signal to noise ratio. In long, it also takes into account things like viewing distance and playback device, etc. (If you want the nitty gritty they have written several articles about this. And if you're programmatically inclined you can even take a look under the hood. )

But they actually do a shitton of real research and their contributions are made public, freely, to be used elsewhere. Stuff thats super valuable and patented (like vmaf) are still offered free, and include an express patent grant.

Hello, I need help! I record high-intensity gameplay (Halo, Insurgency) with the settings below. I Edit and export gameplay using Filmora X with the settings below. On Youtube, the gameplay still looks blah... Any suggestions for what I should change for perfect 1080p 60fps gameplay.
When I last measured the level of quality preserved by youtube at various resolutions using Netflix's VMAF, it showed that higher resolutions progressively preserved more quality. On average over several different samples I found that VMAF increased from 81-90-92 going from 1080 to 1440 to 2160.

In General, I Preserve ________ on my server.
Considering Netflix has put literally millions into figuring out how to effectively compress content without users noticing, I'm keen to believe it's possible. Especially when they put out a tool that computes the mathematical difference between source and encoded video files so you can statistically analyze quality loss.

Good VMAF Values to target for a reencode?
libvmaf can calculate PSNR, SSIM, and MS-SSIM as well. However, PSNR calculation seems to be bugged on my FFmpeg build which uses libvmaf 2.1.1. I found a recent bug report so at least it seems to be a known issue, if it's not fixed in git already.
