Help with a flag bug
I wouldn’t blame you if you want to give up at this point. This is the stage where I’m just throwing things at the wall, so up to you if you want to indulge me. I want to perform a sanity check: is the game looking for flags where we expect it to? For that purpose, I have uploaded a modified RUS_monarchy.tga flag that is slightly vandalised with a blue square outline in the middle of it.

Can't launch the game
Yep I had this same exact problem, you'll have to use this guide. also the second download link is dead so you'll have to use this one instead: make sure the download the one named: Microsoft Visual C++ 2010 SP1 Redistributable Package (x86)

Victoria 2 Launch Bug
That one is provided by redistributables that the Steam version fails to install. I explain where to grab those redistributables from the legit provider (i.e. Microsoft).
