UNetbootin has done this since 2007:
This is barely a year old and comes all, besides a handful of comments, from one account https://github.com/ventoy/Ventoy/graphs/contributors
Personally and subjective this rings quite some alarm bells for me, seems just a bit sketchy and in any way really young, so not as much time out on the field and thus possibly not as much bugs shaken out...
Make a Master Flash Drive

Ventoy is an open-source tool that is used to create bootable USB drives, but unlike Rufus, Etcher, or Unetbootin, Ventoy stands out of the crowd by giving you a GUI boot menu when you load up the USB. You won’t have to format your disk because all you’ll have to do is simply drag and drop your ISO files of choice, and then just boot into it. The developers even have a large list of tested ISOs so that you can make sure that your disk images are guaranteed to work.

You might be able to do it with Unetbootin (I think it can provide persistent storage for any Ubuntu-based distro), alternatively MX Linux has a built-in persistent USB creation tool, which is also available as an AppImage for other distros. It's maybe not as pretty as Mint, but it also has XFCE by default so it can be modified to look like it if you want.

Download Ubuntu Server from https://ubuntu.com/download/server. Use unetbootin to push the ISO onto a USB drive (just copying the contents will not work) or use a CD burning tool to burn the ISO onto a CD.
