vSphere - keep some disks on template change, use datastore cluster
The problem with this approach was that vsphere_virtual_disk can't reference a datastore cluster (ref). My org uses Storage DRS which means the vmdks get moved around between datastores which quickly breaks terraform-apply ("Error: disk.1: externally attached disk "foo/disk1-bar.vmdk" cannot be migrated")

Supporting datastore_cluster_id & datastore_id
https://github.com/hashicorp/terraform-provider-vsphere/issues/483#issuecomment-503785984 Claims that terraform supports both datastore_cluster_id & datastore_id ... provided one of them is null. However, I cannot find a way to declare both data sources because at least one of them will have an error.

Terraform vsphere
Yes, I have tried with 0.12, but not with 0.13+. Here is the https://github.com/hashicorp/terraform-provider-vsphere. The issue I ran into is the disk was a sub attribute of the virtual machine resource that made it impossible at the time of 0.12, but with 0.13 and 0.14 with dynamic blocks I believe this is possible
