So I am the author of a tabline-framework (I heard there are at least two guys using it) which, to be honest, I created mainly for myself. And I realize that it can be easily adapted to constructing winbars. I have never used them and most often only see them paired with global statusline. But maybe you have some neat usage ideas that would convince me to include winbars in my workflow. Show me what you've got!

Yes of course, check :h setting-tabline, there should be a simple example. But you know, it easer with plugins. You can try this https://github.com/rafcamlet/tabline-framework.nvim I made it with minimalism and simplicity in mind, or maybe you will find some inspiration in source code.
