I come from an HPC background, so we just do regular HPC but "in the cloud", e.g. https://github.com/SchedMD/slurm-gcp with whatever node size and number that you need.

To an extent, I believe yes - but look at https://slurm.schedmd.com/elastic_computing.html - specifically the "state=cloud" bit, which can at least mean the amount in slurm.conf might actually become almost static. It also might be the case that things set via scontrol will be stored in node state files (the same place that keeps e.g. a record of drained nodes) and persist across a daemon restart, but don't quote me on that
