Download https://github.com/gregneagle/relocatable-python/blob/main/make_relocatable_python_framework.py and https://github.com/gregneagle/relocatable-python/blob/main/requirements_python3_recommended.txt (can just be in ~/Downloads) and make the .py file executable.
We wanted to avoid using Xcode Command Line tools because they break with certain updates. Instead we used Relocatable Python and modified the Okta scripts to use the python binary we provide rather than the built-in one that uses Command Line Tools.

PSA: Monterey 12.3 update breaks Mac-Set-Default-Apps. I'm guessing it's the removal of Python 2.7
In the short term, you can deploy your own Python 2 framework using something like Relocatable Python and then modify the shebang to point to that.
