Not sure if there's a more official source since this, but back when Phoenix 1.6 was in progress with the switch to esbuild and all that, Jose Valim opened a demo PR in his personal GitHub showing how to add Alpine and Tailwind to stock Phoenix: https://github.com/josevalim/phx_esbuild_demo/pull/3 .
I was looking for a way to add TailwindCSS to Phoenix 1.6 and found this PR by José Valim. I thought others might also find this interesting!

I think it's also the recommended way of doing it right now, as seen in the phx_esbuild_demo. You just have to make sure to remove CSS import references in the JavaScript files, so they don't get picked up by esbuild.
With the new esbuild transition, what do you use for static assets copying into priv/static?
