What the heck? Tried uninstalling and reinstalling and it's still like this.
Install Julius. Julius is an open-source re-implementation of C3 that supports modern graphics. The installation can be a little bit of work, but the game will be much better for you: higher resolution, better zoom, runs faster, and has a few quality-of-life improvements that you will enjoy.
There is also Julius, which is a modern re-implementation of Caesar III that keeps savefile compatibility and play operation compatibility; it adds some gameplay control features and runs on LOTS of configurations, including different graphics depths, operating systems, etc.

Indeed, what blows my mind is not just an excellent open-source re-implementation, it also is (or aims to be?) bug-for-bug accurate [1,2].

What's a childhood computer game you'd recommend?
If you don't know about the julius and augustus remakes, do yourself a favor and check them out. The first is a pretty straight reimplementation of caesar 3 that runs well on modern systems, and the second extends the first with a bunch of new features and so on (ranging from new buildings to more complicated orders for warehouses and granaries).
