Sure, you can dive into HexChat's settings and remove all the default CTCP responses. For added peace of mind, there's also this script which can lock down HexChat and was expressly written for HexChat/i2pd users: https://github.com/hexchat/hexchat-addons/blob/master/python/privacy/privacy.py
