Atk sands generally outperforms EM sands use optimizer to decide, since they are close though
In general, don't try to optimize artifacts by hand, you are wasting time. Use the genshin optimizer instead: https://frzyc.github.io/genshin-optimizer/.
Kuki should be on a healing build, optimally with Instructors set. Beidou should just use a normal crit build, though EM gains a bit in value. I'd recommend using genshin optimizer to figure out the specifics
