Adding photos from 10 years ago
If not #1, but you know the approximate dates by DVD you could copy the photos to your Mac then set the date using exiftool from the command line (Terminal.app). Assuming the date taken was 2012-01-13, you could do the following after copying the files to the Mac. Let's assume you copied to Desktop/PhotosToImport

How the cop that lives in my complex parks every day
for those who might not know, the "meta data" is called EXIF data, and the best way(imo) to remove it is with this command line tool https://exiftool.org/, so you don't have to upload the photo to another website

Is there a way to export exif metadata of multiple images?
See osxphotos help. You'll also have to install the 3rd party free utility exiftool.

Moved some photos to “shared library”, it seems to have changed their dates so they all show as if they were taken when I moved them. Which is a bit annoying.
Not sure what the problem is. I've not used Shared Library yet so can't comment on how well it works/doesn't work. However, if the date really did get changed and the date in the EXIF metadata is correct as you indicated below then the free open source tool osxphotos might help. osxphotos is sort of a multitool command line utility for working with Photos. It includes a timewarp tool to bulk adjust the date/time/timezone of photos. In your case, select a couple of the affected photos to test then try this command after installing osxphotos as well as exiftool

Does downloading a photo or video save information like where/when it was taken?
ExifTool is the gold standard for meta data editing, but has a steep learning curve, otherwise Google Photos Export Organizer looks like it should do the job (not tested).
