Nobody I know knows Angular and I'm stuck with component combination/reusing services

Alright, so I'm using an https://aspnetboilerplate.com/ template with Angular and it's awesome. Basic Angular app that is responsive, lots of out of the box functionality to play with. Here's a screenshot of the structure: https://imgur.com/a/WOPOKj1
Is there a production ready boilerplate?

Out of the box authorization library for .net core

I'm looking for an out of the box solution for authorizing already authenticated users (using Azure AD). I'd like to look at a couple of tools, i just don't know what exists in this space. The few i've looked at so far are policy server, and to an extent, aspnet boilerplate. Anything else you've used successfully or would recommend? I have a single tenant application built in vue.js with a .net core webapi backend. the auth will be done somewhere in the webapi (locking down endpoints with the Authorize attribute most likely) and bundling up user authorization details in a json object for the front end to use for turning features on and off.
What a good Starter Kit for WebAPI for Asp.NET Core

I think what you're asking for is https://aspnetboilerplate.com/ or the CleanArchitecture template the other user recommended.
Best scalable web app tech stack to start out with

I personally have not used them though. My go-to tool for starting projects aspnetboilerplate. Really good solid architecture. Already includes a back-end in asp .net core and a front end in whatever you choose (Angular, React, Vue) with logins already set up. Here is a nice intro video that shows you how to add your own entities and stuff like that. He has more videos as well. They have a "newer" framework https://abp.io/ but I still like the older one and it has become 2 separate projects.
What's your boilerplate/framework recommendation for multi-tenancy SAAS Web Applications?

I use both abp.io and https://aspnetboilerplate.com/ which is abp.io's (daddy) and more focused on a more monolithic structure
