As has been said it's a notification overflow indicator. You can use apps like Notification Log, which logs app notifications, and Super Status Bar/SystemUI Tuner (see documentation), which allow toggling system notifications, to help determine what notifications are causing it. App notifications usually appear on the left side of the statusbar whereas system notifications usually appear on the right. The overflow indicator may pop up both places.

Which apps that benefit from ADB do you value the most?
The app's documentation lists some things to look out for, and the in-app UI also warns you of potentially dangerous settings. As long as you stay clear of these you should be safe. I'm using this app myself on a Motorola device and have no problems with it.

Hibernation Apps - Android 11 (Non-root)
If anything I can recommend the SystemUI Tuner app. On my device it allows me to set the percentage at which power saving kicks in to 100% (default is 75%), meaning the device is always in power-saving mode unless charging. Please see SystemUI Tuner's documentation before installing.
