Modules for best local Single-Player experience
Might be fun to play with bots. I haven't used this but was looking and stumbled on it on github. Trinity-Bots is maintained and the docs have links to both TrinityCore and AzerothCore implementations. I've used AzerothCore on its own in the past and deployed it with docker compose to test it locally.

Looking for stable wotlk with bots and dungeon scaling
I can recommend NPCBots, they are much more functional than playerbots right now. The difference is they work only as companions and don't do anything in open world on their own. mod-autobalance is also excellent alternative to solocraft. Instead of boosting player stats it scales down dungeons and raids to any player count.
