The Wikimedia Foundation's chooses Vue.js over React as its new frontend framework
You can easily use Vue without build tools (example I had in my browser history). There's even specifically a smaller version specifically for progressive enhancement. Before making such statements, why not read a bit about the Vue teams view on using it without a build step? :)

Any "create-clicker-game" templates out there like create-react-app?
If you want something that does all of the user interface stuff for you (with the ability to change it if you want) and lets you focus on making your mechanics and features, using Javascript, try The Modding Tree. (You don't even need to have a tree)

A small amount of coding knowledge is required, but far, far less than making a game without TMT. It does most of the work for you.
