Possible significant cause of late-game birthrate issues (it's not comfort!).
Hypothesis: In the dome.lua file, there is a variable called next_birth_check_time, which is set to 0 when a dome is built. In the code for birth progress, this variable is compared (hourly, I think) to GameTime(), and if GameTime() is larger than next_birth_check_time, then birth progress is added to the birthing meter and next_birth_check_time is incremented by 4 hours.

Colonists Working in the University
While children always take exactly 6 sols to become youth colonists, the time it takes to graduate from a university is not a fixed duration. A colonist need 300 "training_points" to complete the university and gain a specialization, they gain 20-25 (40-50 if Martianborn Adaptability tech is applicable) "points" per work shift depending on their individual performance.
