As a workaround, you could reduce the tower diameter.
  • Same machine and settings. Cura 4.8(Creality slicer) vs 4.11. Why is there such a drastic difference in small part quality?

The engine feature that has had the most encompassing changes is related to the Maximum Resolution / Maximum Deviation settings. It could have something to do with your problem but I would expect overheating more than the stringing you're seeing. But in general I would refer to my plug-in, the Settings Guide, which has an article about stringing.

So disable the Use Adaptive Layers setting or use a different profile. The whole point of "dynamic quality" (and the reason it's named like that) is to use this adaptive layer height, so that you get high layer heights where the slope is steep and low layer heights where the slope is shallow, hopefully resulting in better print quality but still good productivity. The disadvantage of this is that you get banding.

This is the purpose of Adaptive Layers. It adjusts the layer height such that you get less topography effects.
