Physics Engine
The first thing you might want to tackle with this project is how to display shapes on screen. Many years ago I used the SFML .Net library. It looks like it's still maintained, it's pretty easy to use and will do everything you need.

Why can't I simply define a function?
It's a struct with X and Y coordinates. I don't know what you want to "test in isolation" about it.

How might I put a .NET cross-platform GUI atop a C++ SFML game?
Not sure if you've looked into it, but SFML has bindings for .NET. May or may not be relevant with what you're trying to accomplish.
