Beyond All Reason
That notice is not worded in the best way and hasn't been updated for a while. However, progress has been made.
On the Recoil engine releases (https://github.com/beyond-all-reason/RecoilEngine/releases) page, we have had experimental Linux arm64 builds since March of this year.
Additionally, several people are trying to get the graphical pipeline and overall build working on Mac; you can follow their progress at https://github.com/beyond-all-reason/RecoilEngine/issues/936
The challenge with arm64 is that Recoil Engine does deterministic lockstep simulation using actual native floats for performance. Porting all of those operations (which were implemented using the mentioned library) to work on arm64 and produce the exact same bit-perfect results as on x86_64 has been challenging.

The Spring RTS FOSS engine is an engine, but does not provide the game assets or game-specific code.
Recoil is a fork of the Spring engine (background: Spring made backward incompatible changes; Recoil forked to retain backward compatibility). Beyond All Reason uses the Recoil engine and supplies its own game code, shaders, and assets.

Lua Is So Underrated
In the Spring/Recoil RTS game engine[1] we adapted Lua to have deterministic execution allowing synchronous multiplayer simulation. In addition we relatively easily implemented a precise[2] serialization of the Lua VM, allowing us to support save/load for games with no code required from their side.
In other languages these would require much more effort.

What is your Reason for "Beyond all Reasons" existence
Many current BAR developers are old BA devs. Many old BA players are current BAR players. Then also the engine fork happened (Recoil) (https://github.com/beyond-all-reason/spring) for similar reason as above, and Recoil+BAR currently receive the most active development, with other Spring RTS games like Zero-K also migrating to Recoil.
