I also just went through the process of creating a firmware using the built-in NetworkManager Framework. I used it to integrate all of the devices I needed into one single program. I had to do this for a long time. So far, I've been able to build a simple Fire TV stick and then turn it into a single TV. But I still have to figure out how to make it work.

Why does nmcli list a different connected bitrate than the output of iwconfig?
I wasn't able to find a definitive answer, but there seem to be a few threads on the Internet that state that the rate reported in nmcli is some internal driver speed and should be ignored. FWIW, you can find the source code of nmcli here. Unfortunately, the code to set the bitrate will be in the driver, so you won't get too far here.
