never use zgc at 4gb ram server.. better to use standard g1gc + aikar flags as a example try flags.sh / startmc.sh - some info about flags explained there https://github.com/brucethemoose/Minecraft-Performance-Flags-Benchmarks + use -Xms large as -Xmx

If you're feeling ambitious, you can also try tuning the Java your game runs on. Minecraft 1.16.5 is compatible with Java 17, and adding the launch arguments --add-opens=java.base/sun.security.util=ALL-UNNAMED --add-opens=java.base/java.util.jar=ALL-UNNAMED should make this applicable to any set of mods.

Lagging after using fabric 1.18.2
Try downloading sodium, lithium, starlight, ferrite core and c2me. Also i would recommend allocating more ram and following this guide, just make sure to read the entire thing and use the graalvm flags after downloading the graalvm ee.
