I think SMPlayer is the most popular and easy to use one, but it looks ugly as hell. mpv.net seems to be the next most popular and it looks just like the regular MPV with more features built into the GUI. Glow is a simple alternative to make your own config to control features, but I don't know if that is more customizable than VLC. Generally, if you want something specific, you do it yourself with MPV.

Any 3rd party players on Windows that support Plex's library?
This player is highly configurable, but doesn't have GUI for its settings - you'll have to look up what you need on https://mpv.io/manual/stable/ and paste it into the config file (or you can use this config generator: https://github.com/MattMcManis/Glow). Alternatively, you can try using mpv.net (which has settings GUI), as an external mpv option in Plex MPV Shim settings - it may work if you launch mpv.net manually before casting, but I didn't try that yet.
