  I haven't downloaded it but I sincerely doubt it's the 'biggest mod for Victoria 2'. If you're looking for something with a lot of flavor, I'd recommend GFM: https://github.com/Historical-Expansion-Mod/Greater-Flavor-Mod

  Nah, HPM doesn't have that. You'd have to use HFM or one of its derivatives (e.g. GFM https://github.com/Historical-Expansion-Mod/Greater-Flavor-Mod) and go for the second empire.

  I am obviously biased but I'd recommend GFM https://github.com/Historical-Expansion-Mod/Greater-Flavor-Mod, it adds a lot of flavor, QoL improvements and content. GFM gets updated literally every day, it's constantly getting expanded, if you want to check out current updates we have a section on the Victoria 2 modding discord: https://discord.gg/fbQV4eBa3K. Right now my focus as main dev is on the more cultures submod that adds more pop detail that would slow down the main mod too much, while the other devs are working on the dismantle rework behind the scenes. If you want to check out some of what's been done so far, check out the changelog. :)

  In general as Belgium just go for colonizing Sokoto and Ethiopia for easy pops. In base game and HFM imo there's not much to do, GFM added a formable Benelux for Belgium as was proposed during the Belgian Revolution (https://github.com/Historical-Expansion-Mod/Greater-Flavor-Mod/ link if you want to play it). Sorry for the lack of actual advice, there's not much I know about Belgium strats...

  R5: Seeing complaints about GFM's current performance, I did some digging and it turns out that the high resolution terrain textures slow down the game noticeably. Personally, I'd rather keep lower performance for a sleek map, but if anyone wants to play with higher performance and a gross map, use this submod!
